Bethesda Hi-Res DLC Optimized - Reduces a lot of stuttering and can free up video memory. I use the Hybrid + Vanilla normal maps version.

Lush Grass - Keepin' the polygon count down for the consoles.
Lush Trees - Same author as Lush Grass, very much compatible.
- Mod Priority: After Vurt's Flora Overhaul.
Enhanced Dynamic Weather System - Adds new weather types to various places.

Note: The only ESP you need is enhanceddynamicweathersystemnormal.esp
More Rain - Adds some realism. I use the 33% Less View version.

More Snow - I use the 75% Less View version.
- ESP Priority: 39
Interior and Dungeon Fog Remover - My preference; makes the environments a lot more crisp.
Better Dynamic Snow - At least it's better than Vanilla.

HD Imperial Tower - Who doesn't love more HD?
High Definition Hay - Never noticed just how ugly the default hay was. I suggest the Dirtier Hay version.
Spider Webs HighRes Retexture - Looks better than Intricate Spider Webs IMO.
- Mod Priority: After Intricate Spider Webs. Use both since ISW covers some textures this does not.
Realistic Instruments - For the obsessive.
Hvergelmir's Shield Retexture - Compliments the armor mod already in STEP.
Better Decapitation Gore - Gore!
